Announcing - Regimental Command 0.0.4

Regimental Command is a generic armored combat system being developed with
SDL (Simple DirectMedia Layer). The goal is to create a cross-platform
system that can be used to develop a variety of turn-based and real-time
wargames.

Dirty rectangle support.
General code cleanup.
