Subject: [PATCH] frame_resize_test: fix -Wunused-const-variable warning

Protect `kFrameDim` with `#if HAVE_AVX2 || HAVE_SSE2`. Since the test
uses the _c implementation as the reference there is no point in adding
a C instantiation.
