There has a proper way to implement SDL for os development?
SDL is a layer that runs on top of a supported OS’s libraries, so I don’t think it’s capable of being used to develop an OS at this time. If you’re looking to create your own OS, you can take a look at: OS Dev for help on developing one. Making your own OS requires a lot of coding, so good luck to you.
Personally i find KallistiOS an incredible way to see what is needed for your own OS.
It is an Open Source OS for the Dreamcast console.
