AFAIK the only real process (as such) is to open a bug and attach a patch,
and then (maybe) some nebulous time later when your patch no longer merges
cleanly someone (Ryan probably) will poke at it and either close the bug or
merge the changes.
Is there a better/different way?

FWIW, regular contributors are given commit access and we do catch up on
