Exporting SDL_JoystickEventState

in the current CVS (and all previous) release of SDL,
the routine SDL_JoystickEventState is not exported for
the win32 .DLL

i could submit a formal patch, but i assume it is just
easier for whoever jumps into the official code next can
patch this up.
