I can’t use SDL 2 without complete documentation.

pretty good.

As has been mentioned, the wiki is community driven.

On the other hand, the SDL include files can be passed to Doxygen and
it will generate full documentation, ready to use. As a bonus, you
won’t even have to be on-line to read it. May want to consider taking
it a look.
