Should the Scrollbar manager work if a Scroolbar is inited with
SCROLLBAR_HORIZONTAL instead of
SCROLLBAR_VERTICAL.
It doesn’t seem to change its behaviour on the TermWin associated, which
still remains to move vertically.

I think SCROLLBAR_HORIZONTAL isn’t implemented. I don’t think anybody is
maintaining the code, so you’re welcome to take over maintenance if you want.
