Help with timer()'s and SDL

I am coding on OSX, using SDL and OpenGL. I have a top down game and
need to implement laser’s. I would like to use the ()'s that SDL has for
timers but confused on how to use them. I already have the time and
distance calculated. Now my problem is I don’t know how to use the
Settimer() and to tell it every sec you render a new laser at the next
position? e.g. if I calculate it will take 5sec’s to travel across the
screen with the laser, I need to tell it every sec draw a new laser. Any
help would be greatly appreciated. Thanks–
