Is WRITE_EXTERNAL_STORAGE necessary on Android?

My game has been accepted for Google’s Play Pass but one of the issues they have is that in the manifest I have:

WRITE_EXTERNAL_STORAGE

set as a permission, as that’s what was in the default SDL manifest. I do write the saved game and its user option data using SDL_RWFromFile, SDL_RWread, SDL_RWwrite etc… but I only ever write to the folder given to me by SDL_GetPrefPath.

So my question is, can I delete that permission from the manifest? Is it needed?
