I noticed that this bug was reported and fixed for the 1.2 branch, but it
seems to be happening again in SDL2. Is there some hint I’m supposed to
set to turn it off, or has the bug come back?

Just now I ran into this after using SDL2 since it was released, funny you should post this just a few hours ago.
i’ve made a bug report about this already: https://bugzilla.libsdl.org/show_bug.cgi?id=2669
couldn’t find how to fix it, i don’t understand how windows understands messages it seems
