This patch significantly speeds up make process (mostly noticeable on
MinGW+MSYS) canceling implicit rules for dependencies and Makefile.in
that caused lot of unnecessary file checks (in case of Windoze those
are pretty slow). See “make -d” before and after applying this patch.
