OSS means Open Source Software. And it not whether you are capable of
developing it in VS 7.0 .NET, but rather whether the lisence allows it.
Maybe the VS 7.0 .NET doesn’t allow you to develop Open Source software
with it, just like Kylix Open Edition (unlike the full version) allows
you to make only GPL OSS with it. And maybe not.
