Subject: [PATCH] reverted libtool-2.4.6 upgrade and went back to 2.2.6a:

Linkage issues with test programs when cross-compiling to Windows,
as noted at https://github.com/libsdl-org/SDL/issues/5040. (Reported to
mainstream as: https://debbugs.gnu.org/cgi/bugreport.cgi?bug=52253
https://lists.gnu.org/archive/html/bug-libtool/2021-12/msg00000.html .)
