SDL: SDL_windows_main: use HeapAlloc/HeapFree for command line arguments

Subject: [PATCH] SDL_windows_main: use HeapAlloc/HeapFree for command line
 arguments

If a developer uses SDL_SetMemoryFunctions, we can't rely on SDL_free()
working when SDL_main() returns.
