Testing win32 Relative Mouse/Audio

I had some test DLL/Libs from Patrick, so I cleared everything and
started over with a fresh download of SDL2. Compiled it, re-linked
everything, and re-ran dim3, and everything seems to be working very well.

I’m now clearing the audio buffer ONLY if I have nothing to do for that
callback, so it should be relatively optimal (strange CPU caching aside.)
