Is there a possibility to put the Windows master volume control and the
wave out control to the maximum value ?
(not the volume control of the SDL_MixAudio function)

I generally rely on the user to adjust the volume themselves since it
depends on external speaker volume and hardware.
However, you can easily write your own volume control function.
