Grab the Runtime libraries from this link :

http://www.libsdl.org/release/SDL-1.2.3-win32.zip

These is the SDL.dll file which works on WIN32 systems (Win9x to WinXP)
but only (and if only!) the programs you use has a WIN32 compiled
version available (and if it uses SDL ofcourse :-).

If not, grab the Mingw32 SDL-compiler suite from the SDL website at
this location :

http://www.libsdl.org/Xmingw32/

Then grab the latest SDL development library set from here :

http://www.libsdl.org/release/SDL-devel-1.2.3-mingw32.tar.gz

And unpack them to the unpacked mingw32 directory (usualy
it’s c:\gcc-2.95.2). I’ve found out that this version really
is complete and that most GCC based programs compile out
of the box.

Have fun

P.S. Sam, isn’t it possible to have a SDL-developers mailinglist
set on libsdl, there are coming more and more user based
questions about SDL. Perhaps a split will keep the mailflood
down
