SDL: Fix AltiVec detection on FreeBSD

Subject: [PATCH] Fix AltiVec detection on FreeBSD

The previous code was not correct, because there's no PPC_FEATURE_HAS_ALTIVEC MIB.
Instead, elf vector check should be done.
