Yes it does. I just tried the test that came with SDL: graywin and testwm and
they had the same problem. That’s a relief! I thought it was my fault. So
Win2000 seems to have a problem then.

problem with SDL and Win2000.
I wouldn’t say that Win2000 has a problem, because SDL runs fine on many a
Win2000 installation. It’s more likely that the display driver you use has a
nasty bug. What display hardware do you have?
