16 colors?

Sorry to bring up a question from years ago, but is there any chance that
SDL-based apps could run on a 16-color (yes, 4bpp) Windows 98 system?

Someone out there is trying to run Tux Paint on some old PCs at a school,
and apparently they can’t even push 256 colors. (Though I’ve asked them
to try tweaking with the resolution, to see if dropping to 640x480 gives
them a little more BPP breathing room.)

iirc, support for this was added in libsdl-1.2.9 so you should give that
version a shot …

I’ve never even seen a system like this.
What happens when Tux Paint is started?
