"Always on top" WM feature

I was looking at the WM functions SDL has and unfortunatelly for me,
there wasn’t an “Always on top” feature. I know most Linux WM can do that
but in Windows, unless the code specifies it, there’s no way to do it. Is
there a plan to add this feature into the WM commands? In the meantime, how
can I gain access to SDL’s window handle in Win32 (as a hack).
