Announcing SDL_image 1.0.9

Thanks to the efforts of Mattias Engdeg?rd and Sam Lantinga, the SDL_image
library now supports TIFF and TGA image formats, and the GIF, PNG and TIFF
formats properly set the colorkey for images with colorkey transparency.
There are also several other minor bug fixes and enhancements.
