Cross-Compiler on Sam's site?

Is it just my imagination or was there a cross-compiler somewhere on
Sam’s site. It seems like I downloaded a Linux Mingw32 compiler from
somewhere within www.devolution.com/~slouken a little less then a year
ago but now I can’t seem to find it. I’d like to build SDL for windows
without actually having to boot into windows. I would like to find
binaries so I don’t have to try to build a cross-compiler from source.
