Documentation Wiki is up!

The wiki is at http://www.libsdl.org/cgi/docwiki.cgi there is currently
no link to the wiki from the home page of the libsdl.org site.

I have set up a basic outline of the documentation. We need to get in
and copy the current documentation over to the wiki. The current on line
docs are at http://sdldoc.csn.ul.ie/. For now please try to retain the
existing formatting and follow the naming convention. The page
containing the documentation for a function has the same name as the
function. Please use the spelling checker.

If you are not familiar with moinmoin please read the documentation,
especially the formatting documentation, before creating or modifying
pages.

For now, please report any problems to @Bob_Pendleton.
