Downloaded sdl 1.3 binaries still got "error "SDL 1.3 or later is required""

Hi,
I have a strange problem. I need to fix it ASASP.
I am facing the SDL 1.3 binaries problem. I cannot able to compile
libproject of PJSIP , just beacuase of missing SDL 1.3. I have downloaded
binaries and include folder of SDL 1.3, still it is saying during
compilation that

devlicensingmicrosip\pjproject-2.0-beta\pjproject-2.0-beta\pjmedia\src\pjmedia-videodev\sdl_dev.c(34)
: fatal error C1189: #error : “SDL 1.3 or later is required”

I don’t know why this is occuring and I am not able to get rid of it…
Is SDL 1.3 version is wrong ? or some other problem. I don’t know. If
anybody having any idea PLEAES do let me know , how to solve this issue
