Go to the documentation Front Page (or any other page of the doc wiki) and click on the top right link that says “offline html”, that will download a 21 Mb zip. It contains a current copy of the documentation wikis for SDL2, SDL3, and the associated sub libs like SDL_image and SDL_ttf.
You can then go into one of those folders and open any html file with your browser. There is not an index.html though, the landing page is FrontPage.html.
If you fully unzip the file, then in these pages links are set up to open the local html files whenever possible. (That’s usually broken if you use a zipped-file previewer to open the html while still zipped).
Or not. -Because today is a lazy-day and it’s nearly the weekend.
