Sure you can. For a tutorial, check the tutorial in
http://cone3d.gamedev.net/cgi-bin/index.pl?page=tutorials/gfxsdl/index , it
explains quite well how to do it in the first chapter. The chapter covering
sound explains the settings for SDL Mixer.

Sorry, I haven’t seem the net after the SDL. Haven’t used it, but
it should work just as SDL_Mixer, copy the files to the lib directory in
DevC++ and include the library.

if you want read my DEV project, i use intensive the DEV C++ whit all SDL
package … and i made a beta version of the SDL_net for new feature, see
the zip file i have post in this mailing list to see what you need.
