Are you looking for how to download/compile/install SDL? Or are you looking
for a compiler ordevelopment suite to compile SDL with?
The free compiler GCC (GNU C Compiler) is available for Most operating
systems I believe. It comes shipped with most Linux distributions (But might
not be the lastest version.) There are Windows versions of it as well.
MingW32 is the implementation of the GNU C Compiler for Microsoft Windows.
CYGWIN is a implementation of UNIX API’s on top of Windows.
There is also a free version of the Borland/Inprise compiler for Windows.
I belive you can use RUBY(Which is developed in Japanese) with SDL.
If you are just trying to download SDL, it’s available on the www.libsdl.org
website, there are also some additional libraries
(SDL_Mixer,SDL_Image,SDL_TTF,SDL_Net) which help with some of the lower
level things like image manipulation and music loading and playing.
I would also like to point out that FreeType/SDL_TTF supports Unicode
(UTF-16) and I have successfully have had it print out English,
Japanese(Hiragana) and Japanese(Katakana) into a OpenGL rendering context
