Image resizing in linux,

Dear Experts,
When I rener background jpg pictures using SDL2, It shows only some part of the picture from upper left corner.
I need to show the whole picture? and I think I am in need of a program to resize the background picture.
In windows I could use MATLAB imresize function, but as I work under ubuntu linux , I am looking for a program under linux.
If you know such a program please let me know.

There’s GIMP.
But you should be able to just tell SDL to resize it.
