Well I’ve tried and tried, and nothing seems to
work. So I give up, I’m going to break down and use
mingw32.

What about Cygnus Cygwin ?
Everyone has said mingw32 is the way to go if you want
to do development under windows and don’t have VC.
I’ve used cygnus cygwin before but never tried it with
SDL. I know you can set cygnus cygwin up to use the
mingw32 gcc as the compiler, and that would work. But
as for using the gcc distro’d with cygwin…I don’t
