[PATCH] Haptic coding bugs and fixes for Windows and Mac OS: wrong handling of negative periodic magnitude

Hi,

This time, I found some bugs in the Windows and MacOS SDL Haptic
implementation, more details below.
I created patches and another surprise on the corresponding new bugzilla
bugreport:

I haven’t gotten to this yet, but this is definitely going into 2.0.4,
so I’ll have this on…Monday?
