Restoring iconified game in Windows

I added the Ctrl-z keybinding to pause and iconify the game. This
works great both in Windows and Linux. Restoring the game works great
on UNIX but not on Windows. It seems like no SDL_ACTIVEEVENT, state
SDL_APPACTIVE is sent (so my game stays paused). Is this a know issue?

This is with mingw32 (linux xc) and SDL 1.2.–
