SDL_RenderDrawRect misses lower right corner

SDL_RenderDrawRect misses the lower right corner on some GPUs. Here’s a 4x screenshot showing the issue:

Here are the machine specs:

Fedora 27
Intel® Core™ i7-6560U CPU @ 2.20GHz
Intel® Iris Graphics 540 (Skylake GT3e)

This doesn’t happen on another PC with Nvidia.

Is there somewhere that I can report this as a bug? Is this a known issue?
