What are the steps you took to set SDL up?
- Which release version and download file?
- Where you set it up on your computer?
- How are you trying to build it (Visual Studio, Mingw, etc.)?
- Did you follow some instructions to set it up, if so which?
I got the same problem, yesterday as I was following this tutorial. In order to solve that, I took an older version of sdl (2.0.18) and it worked
