SDL3 Lazarus/FPC binding

I have taken the trouble to make the current SDL 3.1.6 available for Lazarus/FPC.

My goal is to continually adapt it when a new version of SDL is released.

I have created a header connection for this.

Simply install the appropriate *.lpk in the …/package folder.

Does anyone want to try it out on a Mac? I was able to test it well on Linux and Windows.

By the way, I adapted it to SDL 3.1.8.
