Setting music level with SDL_Mixer

I’m unable to set the music level for a mod file correctly using SDL_Mixer.

I can simply set music to either on or off, but not to different audio
levels.
Using Mix_VolumeMusic(level) with a value greater than 0 sets the music
volume to max, and 0 turns the music off.

Any ideas (I’ve attached sample source code),
