XP joystick problems with SDL

SDL (version 1.2.3) appears to hang on the initialization of the joystick.
I tried every other form of initialization and did not have similar
problems. I was able to deduce it has something to do with either XP or
the software loaded on the computer since I tried initializing the
joystick on my Windows 2000 computer and had no problems.
The XP box is pretty much a fresh load (besides the dozens of security
patches). I have a MS Sidewinder joystick in a USB port. My sound card, an
old Yamaha, supports the older joystick pin setup but theres nothing
plugged into it.
The SDL_Init command hangs only on SDL_Init_Joystick.
Any ideas would be nice. Please refrain from spamming on how much MS sucks
as this will not solve my problem ( and yes, yes, Linux rules and Macs are
